"The section on background issues is insightful and the pages devoted to the broader concept of emergency management establish perspective for the rest of the book. As with any such volume the selection of whom to include among the biographies leaves unanswered questions and certainly there is no argument with key individuals such as Tom Ridge, Michael Chertoff, and Rudy Giuliani, but Presidents William Howard Taft and Jimmy Carter will leave some heads scratching. The chronology is useful but incomplete; there are too many obvious events excluded. Despite these criticisms the book should find a home in school and public libraries." - ARBA
